Viewing attendees when not the organizer

Hi all,

Not sure if this is by design or by fault, but was wondering if I could get some educated feedback on it!

I have three users with mailboxes on the Exchange 2010 server, and one user who is still on the Exchange 2003 server (soon to be moved to 2010). One of my user (who's mailbox is on the Exchange 2010 server) has organized a meeting and invited the other three users to attend. When the user who's mailbox is on the 2003 server goes into the meeting and checks the scheduling assistant, he can see the list of  all attendees who have been invited to the meeting. Likewise, the organizer on 2010 can see all attendees as well. That said, the other two users who are on 2010, can only see themselves and the organizer.

Does this sound correct? Is this by design? If yes, can anyone point me to a article that specifies why this is (one user in question really wants to know why this is). If not by design, can anyone suggest why it might be happening. I should point out that  if one of the 2010 users schedules a meeting, they can see the free / busy information of other users on the 2010 and 2003 server. As such, I do not believe that it is a problem with free / busy information.
